The game is set one year after the events of Batman: Arkham City. Following the death of the Joker, Gotham City has experienced a brief period of peace. However, the respite ends abruptly when Scarecrow returns to Gotham, unleashing a city-wide panic that forces the evacuation of all civilians.

Scarecrow unites an unprecedented and formidable alliance of Batman's greatest foes—including Two-Face, The Penguin, Harley Quinn, and Poison Ivy—with the singular goal of destroying the Dark Knight.
